How it works in real life
Through winter a clustered colony keeps itself warm, and that warmth meets the cold lid and condenses into water. Cold water dripping on bees kills more colonies than cold air alone. The moisture board takes up that excess humidity and lets it evaporate away through the sides, keeping the inside of the hive dry. Set it on top of the inner cover, then put the outer cover over it.
